The ECJ ruled that trans people being prevented from changing their legal documents violates their fundamental freedoms.

In the short term, this is not as dangerous as an outright ban on estrogen. If implemented and then combined with other methods of suppressing trans people, it might be far more destructive in the long term.

This is a ‘Don’t Say Gay’ style gag order on everyone involved in the public education system, with the threat of prosecution as sex criminals for those that refuse to comply.

Both of these closures are tragedies, but they do not appear coordinated, and they are caused by different things.
