The bill is a tragedy, but bans nothing that was not already set to be banned. This is only the third worst blow for trans rights in the last 24 hours.
The new rules will effectively end transition care for trans kids and likely have a chilling effect on transition care for trans adults, all via executive rulemaking through the threat of a total loss of funding.
The text of the bill, including proposed amendments, makes acting to facilitate social and medical transition legally the same category as felony fraud, making the affirmation of transgender youth punishable by incarceration and loss of voting rights. It will be voted on tomorrow, Dec. 17.
In terms of Capitol Hill politics, the passage of this bill is a foregone conclusion. There is no will from the Senate to put the funding of the military on hold to prevent discrimination of trans people.
